The City of St. Catharines is working on a core service review, as we look to position ourselves in the future to ensure our service levels and ongoing investments make our City a desirable place to live, and for businesses to thrive, while also balancing affordability. Our community plays an important role as we go through this process.


What is a core service review?

Led by an external consultant, a core service review is a project that examines the services we deliver, how we deliver services, our service levels, and if there are opportunities to do things differently to make sure we meet our regulatory requirements and community priorities into the future.

We’re proud of the many services our City has to offer. This is an opportunity to ensure we’re delivering the services the community relies on sustainably while balancing affordability. It is also an opportunity to establish benchmarks, develop efficiencies, ensure competitiveness, and enhance services.


Community Survey

The input of our community is crucial to this process. To ensure we’re responsive to the community’s needs, we want to hear from you about your priorities when it comes to the quality of services you receive, the state of our infrastructure, the ways you access or use City services, and more. This input will be invaluable as the City works with the consultant to develop recommendations to help enhance service delivery, operational efficiencies and the associated impacts, and a potential roadmap to implement any of the opportunities identified.

The survey will take about 10 minutes to complete. Any responses remain confidential and will only be reported in aggregate by our consultants working with us on this project.
